Now, President Trump’s flipping the script, forcing these folks to take a hard look at the U.S. Constitution—the very document they’re supposed to serve.
The Trump administration is overhauling training for federal employees aspiring to join the Senior Executive Service, the elite tier of career civil servants who hold significant sway over federal policy.
According to an Office of Personnel Management memo, first obtained by RealClearPolitics, the new program mandates 80 hours of video-based training and two days of in-person sessions in Washington, D.C., starting in September.
The curriculum emphasizes the U.S. Constitution, the "Founding ideals of our government," and President Trump’s executive orders, aiming to "ensure that SES officials uphold the Constitution and the rule of law and effectively serve the American people."
This move is part of Trump’s broader campaign to dismantle what his administration views as an unaccountable "deep state."
Since returning to office, Trump has targeted the SES, stripping its members of civil service protections, firing many, and setting new standards for replacements.
The SES, typically under the radar, consists of high-ranking bureaucrats who serve just below presidential appointees and influence federal operations.
Trump’s team argues these officials obstructed his agenda in his first term, either by delaying or refusing to implement his policies.

The OPM memo outlines new "Executive Core Qualifications" that prioritize merit, competence, and "dedication to our Nation’s Founding ideals" over diversity, equity, and inclusion metrics, which have been eliminated.
The rule of law is defined as "upholding the principles of the American Founding, including equality under the law and democratic self-government," the memo states. "These requirements ensure that effective implementation of the President’s policies is at the forefront of agency executive management decisions."
The curriculum’s author remains undisclosed.
The administration is also streamlining SES hiring, removing the 10-page narrative essay requirement, limiting resumes to two pages, and mandating that agencies include a majority of non-career federal employees on Executive Review Boards, which oversee SES assessment, hiring, and management.
This overhaul comes ahead of the nation’s 250th anniversary of the Declaration of Independence, amid ongoing debates over the meaning of American democracy.
