Florida Attorney General James Uthmeier launched a scathing attack on State Attorney Monique Worrell Friday, warning she is refusing to prosecute a man who masturbated in front of children at a park and another who shared videos of infant rape.
In a blistering letter dated September 26, 2025, Uthmeier demanded accountability, vowing to ensure justice.
Uthmeier highlighted the case of 61-year-old Kevin Chapman, caught on video exposing himself on a park bench near kids at Kit Land Nelson Park.
"Not only did your office fail to pursue pretrial detention, but it declined to charge him, claiming that the case was 'not suitable for prosecution,'" Uthmeier wrote.
He called it a betrayal of public safety.
The second case involves Thomas Dolgos, whose devices revealed thousands of child pornography images, including rape videos.

Despite this, Worrell’s office dismissed charges, freeing Dolgos until his capture at the Canada border.
"Your office’s dismissal of Dolgos’ charges was an unacceptable mistake," Uthmeier wrote, urging her to address the "lack of adequate training."
At an Orlando press conference, Uthmeier branded Worrell’s actions "systematic abuse" and "gross negligence."
"She took an oath, she’s not delivering on that oath, and we’re going to step up and do what we can to hold her accountable and to protect our citizens," he said.
Worrell, backed by George Soros, defended her decisions, claiming insufficient evidence.
"All things that are wrong are not illegal, and I’m not standing before you today telling you that what happened in that park was wrong, but I am standing before you today telling you that I trust the word of the attorney who was assigned to this case," she stated, dismissing Uthmeier’s critique as a "dog and pony show."

The feud escalates as Uthmeier threatens reassignment of cases, though only Governor Ron DeSantis holds suspension power.
Worrell, re-elected in 2024 after DeSantis ousted her in 2023, faces renewed calls to resign.
