Former CIA Director John Brennan and former FBI Director James Comey are finally under criminal investigations for their roles in the Trump-Russia probe, with allegations of lying to Congress and possibly orchestrating a broader conspiracy to target a sitting president.

Justice Department sources confirmed to Fox News Digital on Tuesday that CIA Director John Ratcliffe referred evidence of Brennan’s wrongdoing to FBI Director Kash Patel, sparking an active criminal probe.

Comey, too, is under investigation, though specifics remain under wraps.

Two sources describe the FBI’s view of their actions as a "conspiracy," potentially unlocking a range of prosecutorial avenues.

The FBI and CIA declined to comment, and neither Brennan nor Comey responded to requests for comment.

The Brennan probe centers on the 2017 Intelligence Community Assessment, which claimed Russia meddled in the 2016 election to boost Trump.

A declassified "lessons learned" review, released last week by Ratcliffe, exposed a rushed process marred by "procedural anomalies" and deviations from intelligence standards.

Critically, it faulted agency heads for pushing the discredited Steele dossier, a move that undermined the ICA’s credibility.

"Despite these objections, Brennan showed a preference for narrative consistency over analytical soundness," the new CIA review states. "When confronted with specific flaws in the Dossier by the two mission center leaders – one with extensive operational experience and the other with a strong analytic background – he appeared more swayed by the Dossier’s general conformity with existing theories than by legitimate tradecraft concerns."

A December 2016 email from the former deputy CIA director warned Brennan that including the dossier would jeopardize "the credibility of the entire paper." Yet, Brennan doubled down, writing, "My bottomline is that I believe that the information warrants inclusion in the report."

His 2023 testimony to Congress, however, told a different story.

"The CIA was very much opposed to having any reference or inclusion of the Steele dossier in the Intelligence Community Assessment," Brennan told the House committee. "So, they sent over a copy of the dossier to say that this was going to be separate from the rest of that assessment."

The Steele dossier, funded by Hillary Clinton’s campaign and the DNC through Fusion GPS and Perkins Coie, was riddled with unverified claims, including salacious allegations of Trump’s ties to Russia.

Though relegated to a footnote in the final ICA at the FBI’s insistence, its inclusion fueled controversy.

A 2020 declassified footnote admitted Steele’s reporting had "limited corroboration" and was not used in the ICA’s core conclusions.
